We have the management experience and expertise to manage affordable and conventional multi-family properties.  Our staff includes Certified Property Managers (CPM’s) and Accredited Residential Managers (ARM’s) through the Institute of Real Estate Management (IREM), Tax Credit specialists who hold various certifications including Housing Credit Certified Professional (HCCP), Specialist in Housing Credit Management (SHCM), Tax Credit Compliance (TaCCS) and Spectrum Certified Tax Credit Professional (C5P) and Certified Resident Services Coordinators (CRSC’s).

We leverage our experience in multiple ways by owning and managing properties or acting as a 3rd party management agent for owners. In the case of 3rd party management our property management company will work closely with the ownership team of the property to manage according to their goals and objectives.

Jack is a founding member of Property Advisory Group, Inc. and currently serves as the President of the company.  Jack is responsible for all aspects of the property management function and the oversight of over 3,000 units in the portfolio.  This includes direct management of the staff, financial planning for the properties and day to day operations.  Jack continues to build and maintain key relationships with Local, State and Federal regulatory agencies and key constituents within the Real Estate industry. 

Jack continues to be an active community member through his association with numerous community and industry trade groups.  Jack is currently a Vice President with National Leased Housing Association (NLHA), a Washington, DC based trade group.  Jack was the Past President of the Institute of Real Estate Management (IREM) in Rhode Island and is currently serving as the Legislative Chairperson for this national organization.  He currently serves as a Director on the Executive Board with the Rhode Island Home Builders Association (RIHBA).  Jack is the Treasurer of the Rhode Island Health and Educational Building Corporation (RIHEBC) which, during his tenure, has issued over $500M in municipal bonds for nonprofit healthcare and educational institutions (both public and private) in Rhode Island to assist in meeting their goals to provide the highest quality of service in the best facilities.  Additionally, he was a Past President of the Rhode Island Apartment Association. 

Jack attended Roger Williams College studying Finance and Accounting.  He has earned his Certified Property Manager (CPM) designation, is a Registered Apartment Manager with the National Home Builders Association and an Associate Member of the Rhode Island Board of Realtors.

Gretchen Maurer, HCCP, SHCM

Gretchen has been the Treasurer and Chief Financial Officer of Property Advisory Group, Inc. for over 35 years.  With a staff of four, she is responsible for the day-to-day accounting as well as the preparation of the annual financial statements and income tax returns for the corporations and limited partnerships currently in the portfolio.  She works closely with our auditors on cost certifications and the annual tax credit calculations. 

Gretchen is the Tax Credit Compliance Officer for Property Advisory Group, Inc.  She holds designations both as a Housing Credit Certified Professional (HCCP) through the National Association of Home Builders and also as a Specialist in Housing Credit Management (SHCM) through the National Affordable Housing Management Association.   With a committee of three tax credit specialists, Ms. Maurer trains the site managers and monitors the compliance of twenty properties in the portfolio currently having Low Income Housing Tax Credits.

Gretchen attended Brown University and Rhode Island College, studying both liberal arts and accounting.

Scott Gaudreau

Scott currently oversees the day to day operations of all corporations and partnerships within the portfolio and additionally holds this role for the construction arm of the company.  His responsibilities include working with accounting and management divisions of all related companies to ensure optimal asset management operations.  He also is the key liaison to banking partners and limited partners for assets in the portfolio. 

Based on his interactions with our banking partners, limited partners and other key stakeholders, Scott provides critical insight into the acquisition and development process.

Scott is a 1997 graduate from Roger Williams University with a Bachelor of Science degree in Accounting/Finance and a Computer Science minor.

Mario Olivelli
Vice President - Property Management

In the role of Vice President of Property Management for Property Advisory Group, Inc., Mario oversees the management staff of the entire portfolio which includes sites in Rhode Island, Delaware, New York, Maine, and Arizona. 

Prior to taking on his current role, he has successfully managed progressive roles within our companies.  These roles have included managing projects ranging from minor property renovations to managing architects and general contractors to overseeing major rehab projects in Rhode Island, New York and Delaware.  This experience coupled with his 20 plus years experience in the architectural field gives Mario unique insight in order to effectively manage and maintain our portfolio on a day to day operational basis.

Mario holds a Bachelor of Science in Architecture from the University of Texas.  Mario continues to stay on top of industry developments through participation in conferences and seminars covering topics such as: Sustainable Building technologies, LIHTC and historic tax credits for developers.

Sarah Happenny

Sarah joined Property Advisory Group, Inc. in 1998, after graduating college with honors.  She began as an entry level staff accountant responsible for accounts payable and payroll. Over the years, she worked closely with the CFO where she gained knowledge of the individual Partnerships and began monitoring the financial operations of all properties in the portfolio.

Sarah is responsible for preparing annual budgets and annual financial statements.  She also monitors cash flow, equity distributions, debt covenants and financial compliance.  She works closely with the individual asset managers and handles reporting to the Partners, Lenders and Agencies.  Also a member of the Acquisition and Development team, she provides critical insight with her financial analysis for all new and future investments.

Sarah holds a Bachelor of Science in Accounting from Rhode Island College.
